Implemented routes, explicit boundaries.

Documented public developer endpoints include GET /api/v1/health, GET /api/v1/catalog for release-gated provider evidence (currently zero eligible records), GET /api/v1/publications for qualified native public Editions, and GET /api/openapi.json. Tenant-scoped asset route contracts are implemented, but Bearer activation remains an operator-controlled deployment switch and this release exposes no self-service issuance. A live client is also denied unless its owner has an immutable external subject and a matching canonical-provider verification receipt in the audit chain.
